Your stick can't be formatted.
I think something is running on your stick like swapfile or epgfile.

it's not necessary to format USB stick, that will done during BA installation
- flash oozoon image & online update (softwaremanger) to have aktual state of image
- plug USB stick into the box (e.g. on the bottom port)
- box restart
- install BA 4.8.2
- box restart
BA plugin appear in the Plugin Extension menue & blue panel menue (BLUE button)
post your /etc/fstab and telnet mount output.
I guess, delete all partions on the USB stick on PC.
BA will create partion on USB & format USB
delete in the /etc/fstab the mounts to /media/usb or/and /media/ba
and try again
Format the stick wird the HP Freeware USB Bootdisk Tool before atatching it to the Dreambox an install Barry Allen
for some sticks it helps, or putting an USB hub in between - and finally maybe simply try another stick
